CPO Application Support for Training Providers in Ontario

We help you become a CPO-approved training provider in Ontario.

Save time. Control your training content. Promote your brand.

Become a CPO-Approved Training Provider

At WorkBright™, we specialize in helping health and safety training providers, instructors, and organizations navigate the complex CPO application process. Whether you’re submitting a Working at Heights or Joint Health and Safety Committee program, we provide the tools, expert guidance, and support to help you get approved—efficiently and with confidence.

Many organizations license third-party CPO-approved course materials—but this often means:

  • Paying thousands in ongoing fees
  • Promoting someone else’s brand, not your own
  • Having zero control over the content, format, or delivery.

Getting CPO approval isn’t just time-consuming—it can take years to develop course materials that meet the CPO’s 80+ mandatory learning outcomes. We help you avoid that uphill battle by offering proven frameworks, expert review, and deep knowledge of what the Ministry looks for.

Did You Know?

Paying to use another organization’s CPO-approved program can cost $40 – $60 per participant. That adds up fast—especially if you’re training hundreds per year.

With WorkBright, you pay once. No recurring fees. Full brand control. Unlimited use.

What We Do

At WorkBright™, we offer support from start to finish to help you become CPO-approved.

Step 1: Expert Course Development Support

Creating CPO-compliant training programs isn’t easy. The standards are strict, and the documentation requirements are extensive. WorkBright™ designs and develops all 12 mandatory course materials required for CPO approval—from lesson plans to evaluation tools—branded with your company name and visual identity. You get exclusive use of the content, brand it as your own, and have the flexibility to adapt it to your audience—without ever paying recurring licensing fees.

WorkBright™ helps you build the complete training package to meet the Ministry of Labour, Immigration, Training and Skills Development (MLITSD) requirements, including:

  • Detailed lesson plan and learning objectives – so instructors deliver consistent, outcome-aligned training every time
  • Instructor guide and participant materials – professionally designed to engage learners and support knowledge retention
  • Assessments, quizzes, and evaluation tools – built to validate learning outcomes and satisfy audit requirements
  • Alignment with adult learning principles and program standards – ensures your course meets both CPO expectations and learner needs.

We’ve helped numerous organizations prepare successful submissions using our instructional design support and hands-on consultation.

With major updates to Ontario’s Working at Heights training requirements, we needed to ensure our training was fully aligned with the new standard and CPO-approved. WorkBright’s extensive knowledge of the CPO-approval process and OHS expertise made the difference. We got reapproved quickly, without necessary rework.

Step 2: CPO Application Preparation and Desk Review

Preparing and submitting your CPO application can be one of the most time-consuming and detail-sensitive parts of the entire approval process. Some applicants spend weeks trying to complete it—especially when it comes to mapping all 80+ learning outcomes to precise sections of their course materials.

We take care of the entire application process for you. Because we developed the course content, we know exactly where each outcome is addressed, which allows us to complete the application in a fraction of the time. This precision also reduces the risk of Ministry delays or rejection.

Once the application is submitted, the Ministry may respond with revision requests during the desk review. We handle those responses too—managing feedback, refining documentation, and even coordinating pre-meetings with assessors so you and the Ministry are aligned before the formal review begins.

        Fast-Track Advantage

In recent projects, our clients have received desk review approvals in as little as about one week.

While the Ministry’s timeline can vary, our process avoids the delays that often stretch this phase to three months or more for other providers. Our accuracy and preparation make all the difference.

        Step 3: Field Assessment Preparation

This final step is often the most intimidating. You’ll be expected to deliver a full demonstration of your course to a group of participants while Ministry assessors observe. They’ll be evaluating not just your delivery—but how you facilitate learning, carry out hands-on demonstrations, and execute assessments in line with CPO expectations.

We prepare your facilitators thoroughly and help you avoid last-minute surprises. The assessors may offer feedback or require corrective actions—and without someone experienced by your side, the process can feel overwhelming. We help you document and respond to assessor feedback, integrate improvements, and move you confidently toward final approval with a high-quality, audit-ready training program.
